European Commission wants access to broadband for all by 2010

The European Commission said today it wants all European citizens to have broadband internet access by 2010 and it questions whether telcoms providers should be forced to provide a basic level of service.

Publishing a paper today, the Commission noted that average broadband take-up in the EU is just 20 per cent, with Ireland lagging behind that.

“In Ireland, while national DSL coverage is close to 90 per cent (over 70 per cent in rural areas), broadband take-up is below the EU average of 20 per cent at 17 per cent, and well behind those with highest usage in developed economies like the UK (26 per cent) and the Nordic countries (all over 30 per cent), the commission said.

It said broadband was a key tool in developing a knowledge economy. It questions whether a ‘safety net’ guaranteeing a minimum level of services is the way to proceed.

The commission has asked the institutions of the EU to discuss the question of whether there should be a universal service obligation on telecoms providers, in order to ensure users get a phone or broadband service, for example.

EU Telecoms Commissioner Viviane Reding will visit Ireland next week and will speak at a conference hosted by communications regulator ComReg.

“High-speed Internet is the passport to the Information Society and an essential condition for economic growth. This is why it is this Commission’s policy to make broadband Internet for all Europeans happen by 2010,” she said.

“A lot has been achieved over the past four years, and new tools, such as satellite broadband, are well on track.

“It is also good news that the eight best EU countries far outperform the US in broadband take up. But take-up requires access, and is not there in parts of the EU. We need to combine all efforts to make sure that all citizens can get connected soon.”

The commission said there are “striking gaps” in broadband coverage in the EU. A full 100 per cent of the population is covered in Denmark, Luxembourg and Belgium, but only 40 per cent in Romania (25 per cent in rural areas) have broadband access.

“Even in strong economies such as Italy and Germany, 82 per cent and 88 per cent respectively of the rural population are covered.”

Intel's WiMax wireless technology will finally be unleashed in two weeks. But it's not clear how big a following the technology has among device makers.

Intel and Sprint Nextel will team up to launch the first WiMax network in Baltimore on October 8--what the chipmaker is calling the dawn of 4G broadband because of its high speed.

Sprint will likely announce the rollout next week at WiMax World in Chicago, according to sources familiar with the plans. Sprint's WiMax-based broadband service, called XOHM, is scheduled to go live by the end of this month, according to those sources. (They say the XOHM Baltimore network is actually up now and is being used by company employees.)

Sprint's service will only be offered in Baltimore initially. Other cities such as Portland, OR, Washington D.C., and Chicago are expected to follow next year.

As part of the rollout, a WiMax card for laptops based on the PC Express standard will be offered by Samsung, Sprint said.

U.S.-based mobile WiMax differs from Wi-Fi in that it is intended as a truly mobile technology that can be used, for example, while traveling in a car, just as cell phones are used. The target market--at least initially--is not cell phones, however. "We're thinking beyond the cell phone," said a Sprint spokesperson.

And this is where Intel comes into the picture. Intel will supply chipsets to manufacturers of laptops and small devices. They, in turn, will sell the products to consumers and businesses who would use Sprint's service. The Intel chipset, previously codenamed Echo Peak, is a WiMax- and Wi-Fi-capable product. It is now branded the WiMax/WiFi Link 5050 Series.

Some WiMax-based devices have popped up already. A listing on Amazon, for example, shows a WiMax-enabled Nokia N810 "Portable Internet Tablet." Samsung has announced a WiMax-capable Q1 Ultra Premium Mobile PC with a 7-inch screen.

And laptop suppliers have indicated in the past that they will bring out WiMax-capable machines. Dell, Sony, Acer, Asus, Lenovo, Panasonic, and Toshiba have all indicated in the past that WiMax products will be forthcoming.

"There are several notebook vendors that are going through a certification process to get the notebooks certified on the network. Information about that will be made public on October 8," the Sprint spokesperson said.

"Probably in October there will be several (manufacturers) that have laptops with (Intel's) Centrino Wi-Fi/WiMax card in them," said a source familiar with the companies' plans.

Analysts--the skeptics that they are--have their doubts about the momentum behind WiMax. "It was supposed to be a crossover device market. Devices with 4- or 5-inch screen sizes. The number of (those) devices we were supposed to see by now simply hasn't materialized," said Tero Kuittinen, wireless analyst at Global Crown Capital.

He also said that Intel must contend with a media focused elsewhere. "It's hard for WiMax to cut through media frenzy that surrounds the new smartphones--the iPhone and Google phone. They're sucking up all the media oxygen."

And he says WiMax needs to offer a compelling pricing plan that would lure buyers away from current plans, especially in the economic environment today, when he believes consumers are loathe to commit to yet another payment plan.

Sprint says its plan will be different. "You're not locked into a contract. You're not locked into a device," the Sprint spokesperson said.

During 2007, the number of Turkish mobile subscribers increased by 17% to reach 61.361mn. Growth in the fourth quarter of the year slowed to just 2.5%, down from 4% in the third quarter and 5.7% in the second quarter. Both Turkcell and Vodafone, which together account for over 80% of the market, saw a significantly reduced rate of subscriber growth in the final quarter of the year. The key question now is whether the market will continue to slow in the coming months or whether growth will pick up again. BMI maintains its belief that growth will slow during 2008 and the rest of the decade, as the market approaches saturation. Meanwhile, the circumstances surrounding the possible re-run of 3G licensing in Turkey remain uncertain (at the time of going to print, it had been announced that the Ministry of Communications had set November 2008 as the start date of the process). On the one hand, it appears as though no progress can be made until mobile number portability (MNP) has been introduced. On the other hand, there has already been a renewed expression of new interest from potential 3G licence applicants, including Kuwaiti operator Zain. It was reported in March 2008 that Zain’s chief executive Saad Al Barrak recently met with Turkish Prime Minister Tayyip Erdogan to discuss the opportunity. In other news, it was reported in March 2008 that the Turkish government had confirmed plans to proceed with the floatation of a 15% stake in national wireline operator Türk Telekom by May 10 2008. The government is understood to have applied to the Capital Markets Board to proceed with an initial public offering for the operator. The Turkish government first indicated in early January 2008 that the state was hoping to earn US$2bn through the sale of a 15% stake in Türk Telekom. Türk Telekom is currently 45% owned by the state, with the remaining 55% held by the Dubai-based telecoms investment firm Saudi Oger. Telekom’s value has risen since the government sold 55% of the company to Saudi Oger for US$6.6bn in November 2005. Meanwhile, Turkey’s largest mobile operator Turkcell appears to be preparing itself for a further round of expansion into other international markets. In March 2008, the operator confirmed that it was in discussions for the purchase of shares in Syrian mobile operator Syriatel Mobile Telecom (Syriatel). The news followed the announcement that Turkcell’s wholly-owned mobile business in Northern Cyprus, Kibris Mobile Telekomunikasyon Limited Sirketi (Kibris Telekom or KKTCell) had been awarded a 3G infrastructure license. Finally, in April 2008, Turkcell’s board of directors announced that it was preparing to submit a proposal, either directly or through one of its subsidiaries, to the shareholders of the Belarusian Telecommunication Network (BeST), in order to purchase the majority of the company’s shares. Turkey continues to sit second from the bottom in our latest set of Business Environment Rankings for the Middle East; the lower score which it receives for country risk reflects both a worsening domestic political environment and increased concerns about the impact of global economic uncertainty on Turkey’s economy.

The European Union has almost 100 million broadband lines, an annual growth rate of 20% and 52,000 new lines connected daily, according to a European Commission report published Thursday.

The report said that broadband networks cover 90% of the EU population on average, and that the Internet is used by 49% of EU households, with 36% using broadband.

However, there are big broadband gaps across the EU. While 100% of the population is covered in Denmark, Luxembourg and Belgium, more than 60% in Romania are not.

The average rate for rural broadband coverage is just 70%. Even in strong economies such as Italy and Germany, 18% and 12% of the rural population are not covered, respectively.

The report said that the major driver for broadband development is open-market competition between parallel infrastructures such as telecoms and cable networks.

Other factors, such as access to PCs and cultural and linguistic features, also clearly play a considerable role in take-up of these services, it said. And money helps, of course. Over the 2007-13 period, $3.4 billion from the EU budget will be spent on broadband networks, in addition to national funds and private investment.

It’s getting to be more and more common for people to forgo the home phone line in favor of wireless only. The reason is that virtually everyone needs a cell phone, and only a few people need a landline. AT&T has announced a new device that makes having a landline in the home cool again.


The device is called AT&T HomeManager and in its initial launch HomeManager is available in nine markets including — Chicago, Austin, San Antonio, Dallas, San Francisco, and LA. The system revolves around a 7-inch touch screen frame built by Samsung. The frame connects to a home broadband network and can be used to place and receive phone calls.


In addition to phone calls, the device can be used as a digital photo frame and for synchronizing the address book of your mobile phone. Internet content like weather, email, stocks, sports, news, photos, movie listings, recipes and more can be sent to the screen. The HomeManager device also includes a cordless handset and retails for $299. Also required is a 2-year agreement to AT&T High Speed Internet or AT&T U-verse service.

NEC receives IMS-based femtocell system order from Softbank Mobile

NEC Corporation, a Japan-based provider of 3G infrastructure, handsets, internet, broadband network and enterprise business solutions, has received an order from Softbank Mobile for IP multimedia subsystem-based femtocell system.

According to NEC, its IP multimedia subsystem (IMS)-based femtocell systems consist of IMS Cores, femtocell gateways and femtocell access points. Softbank Mobile completed development of a commercial system in June 2008, and has already begun trial. The company plans to have IMS-based femtocell systems prepared for full commercial use commencing in January 2009.

NEC's IMS-based femtocell system for Softbank Mobile uses an IMS configured with an SIP server to independently control communications from femtocells. The system distributes transmission load across the entire mobile network, regardless of the traffic load, and helps prevent congestion as femtocells spread and traffic increases.

The IMS framework is also compatible with backbone networks migrating to IP-based networks, and therefore facilitates the construction of all-IP networks for broadband, fixed and mobile communications.

UK Office of Communications (Ofcom) has published proposals aimed at delivering super-fast broadband services to UK homes and businesses. The regulator said it expects the proposals to remove barriers to investment and ensure competition and consumer choice in the super-fast broadband market. Ofcom said next generation broadband will deliver speeds of up to 100 mbps with services delivered through technology including fibre optic cables rather than copper wires, which currently deliver speeds of up to 8 mbps to most homes. Super-fast broadband will benefit home and business consumers, and could alos help to deliver significant social benefits such as tele-medicine, new services for disabled people and provide possible solutions for broadband 'not-spot' areas, the regulator added.

Alcatel-Lucent, the provider of voice, data and video communication services solutions worldwide, has released its collaboration platform for small and medium businesses in India, providing new features such as push mobile and fax server solutions.

The Extended Communication Server (ECS) is a solution that transforms the way small and medium enterprises communicate by delivering fully integrated communication, collaboration and mobility solutions that are scalable, reliable and cost-effective, said a press release.

Part of the Alcatel-Lucent Office portfolio, the Extended Communication Server family and OmniPCX Office family of IP-PBX systems deliver collaboration and unified communication solutions tailored to the specific needs of SMBs, it added.

According to the release, the push mobile feature within ECS lets employees retrieve emails, calendar, contacts and tasks on-the-fly and in real-time on their mobile devices, keeping in touch with their business anytime, anywhere.

Alcatel-Lucent also announced the launch of the 7705 SAR - Fixed Form Factor (7705 SAR-F) and enhanced operating system software.

The expansion of the 7705 SAR family brings significant feature enhancements that respond to operator demand for more bandwidth and scalability at lower operational costs - from core to the cell site, said a company release.

New features and functionality of the single-rack unit 7705 SAR-F include: cost-effective scaling, resiliency/redundancy covering synchronization, uplinks and power feeds as well as extreme temperature hardened characteristics (-40degrees C to +65 degrees C), it added.

"The one unit aggregation router product category is an important one for many 3G and 4G operators looking to migrate to IP backhaul," said Patrick Donegan, senior analyst, heavy reading. "It enables the cost and performance benefits of IP to be extended out from the core of the network all the way to the cell site."

The company statement said that more than 230 operators in 90+ countries have selected the Alcatel-Lucent IP/MPLS portfolio, and since its availability in Q2 2008, more than a dozen service providers have selected the Alcatel-Lucent 7705 SAR.

AA muhabirine açıklamalarda bulunan Acarer, daha önce iptal edilen sabit telefon hizmetleri ihalesinin birkaç ay içinde tekrarlanacağını kaydetti. Acarer, ihalenin "Birden fazla hizmetin aynı yetkilendirmeyle verilemeyeceği" gerekçesiyle iptal edildiğini hatırlatarak, gerekçenin ortadan kaldırılması için yeni ihalede sadece "telefon yetkilendirmesi" verileceğini belirtti.

Sanal mobil telefon hizmeti uygulamasının sektörü olumlu etkileyeceğini ifade eden Acarer, uygulamayla ilgili çok fazla talep geldiğini bildirdi. Acarer, "Sanal mobil telefon hizmeti pastayı büyütecek. Bu uygulama başlarsa, 3 GSM operatörünün ve birçok şirketin kendi müşterileri olacak. Müşteri sayısı çok artacak" dedi.

Skype shutdowns Skypecasts, personal broadcasting service

Skype announced it was closing the service as of Sept. 1. The program allowed anyone to broadcast to up 100 people, all of whom could join in and comment. Explanation was: “simply because we want to focus on making Skype software for Windows, Mac, Linux and mobile phones truly great, and so unfortunately we have to be strict about what we concentrate our efforts on.”

Unobserved by mainstream journalists, Skype quietly closed its popular Skypecast personal broadcasting service late last month. The decision is setting off howls of protest from loyal users, who are ready to bolt to competitive services.

In a brief missive on Aug. 26 entitled “Goodnight Skypecasts,” Skype announced it was closing the service as of Sept. 1. The program allowed anyone to broadcast to up 100 people, all of whom could join in and comment. While the service only supported audio, video — one of the most-requested features by users — was supposedly in the works as well. Skypecasts covered everything from lonely hearts to computer technology to stuff that’s inscrutable to me because it’s in Arabic.

Skypecasters have been frantically searching for a replacement, most with video, such as Paltalk, OoVoo, TokBox and EkkoTV. But the lion’s shares of them act as little more than video-conferencing services, don’t promote broadcasting, and don’t have Skype’s millions of users to whom they can market.

Skype, a unit of eBay, was vague about why it’s closing down the service.

“What we’ve learned by watching how the product is used and through user feedback is that Skypecasts is not quite measuring up to our high standards and expectations for connecting and delighting our users,” Skype-affiliated blogger Peter Parkes wrote, in announcing the impending demise. An outside spokesman for Skype said the company had no further comment.

Judging from the vitriolic comments to that blog, Skype users were delighted enough by the service to be enraged at its discontinuation. “Utterly dispicable and downright disgusting,” commented ifjadefalls. “This is worst Idea that Skype had,” wrote justinwilliamson3. And mobe3000 called upon Skype users to “join the boycott Skype movement. No Skypecasts, no Skype.”

Meanwhile, in a column about the decision, Andy Abramson of VoIP Watch speculated that eBay was shortsightedly paring Skype down to bare essentials.

In a followup to the angry chorus, Skype-affiliated blogger Parkes wrote that the reason for the shutdown “was simply because we want to focus on making Skype software for Windows, Mac, Linux and mobile phones truly great, and so unfortunately we have to be strict about what we concentrate our efforts on.”

Somehow, that doesn’t seem likely to mollify the critics.

İhaleye katılan firmaların, Türk Telekom’un IPTV altyapısı ihalesini kazanan
SeaChange firmasının Argela ile gerçekleştirdiği middleware yazılımına uyum sağlaması gerekiyor. Airties, Vestel ve Samsung’un şu anda uyum sağladığı belirtiliyor.

IPTV set top box kutusu, bugün Digitürk ya da SmartTV kullanıcılarının evlerindeki kutulara benzer bir kutu. Bu kutuların kurulumunun yapılması gerekiyor. İhaleye giren firmalardan Airties’ın kablosuz kutu teklifi verdiği belirtiliyor.

İhaleye katılan firmalara durumu sorduk. Çünkü fiyat düzeyi gördüğünüz gibi çok farklı. Türk Telekom’un kar etmek zorunda olduğunu ve bu nedenle kendisine en uygun olan kutuları tercih edeceğini düşündüklerini ileten yetkililer, IPTV’deki en önemli bileşenin içerik olacağını belirtiyorlar.

Türk Telekom, hem mobil telefonların artan rekabeti, hem de bu yıl diğer Internet Servis Sağlayıcılarının kendi altyapıları ile ADSL sunmaya başlamalarının arkasından, gelecek yıl daha ciddi bir rekabet ile karşılaşmaya başlayacak gözüküyor. İşte bu duruma karşı, IPTV elindeki önemli kozlardan birisi. IPTV ve ADSL-VDSL sunarak, pazarını korumayı deneyecek. O yüzden Türk Telekom IPTV konusuna önem veriyor.

IPTV ile birlikte Türk kullanıcıları “Video On demand” yani talep ettikleri videoyu bir dükkan yerine internet üzerinden seçerek seyredebilir hale geliyorlar.

ANKARA (A.A) - 19.09.2008 - Fatma Başok/Seval Ocak - Telekomünikasyon Kurumu Başkanı Tayfun Acarer, 9 Kasımda uygulamaya konulacak GSM operatörleri arasında numara taşıma işleminin 6 gün süreceğini, abonelerin bu süre içinde cep telefonu hatlarını kullanmaya devam edebileceklerini söyledi.

AA muhabirine açıklamalarda bulunan Acarer, "numara taşınabilirliği" uygulamasının 9 Kasımda başlayacağını hatırlattı. Uygulama ile abonelerin telefon numaralarında hiçbir değişiklik olmadan bir operatörden diğerine geçebileceğini anlatan Acarer, cep telefonu numarasını taşımak isteyen abonelerin geçmek istedikleri yani "alıcı" operatöre müracaat etmeleri gerektiğini dile getirdi.

Acarer, şöyle konuştu:

"GSM operatörleri kimlik doğrulama işlemlerini yüzde 99 oranında tamamladı. Numara taşımak isteyen abonelerin kimlik bilgilerinin doğrulanması gerekiyor. Numaranın sahibi konusunda bir doğrulama olmazsa kötü niyetli kişiler başkasının numarasını taşıyabilir. Numara taşıma işlemini bizzat numara sahibi yapabilecek. Başkasının adına kayıtlı olan bir numarayı bir başkası kullanıyor olsa bile taşıma işlemi yaptıramayacak."

Abonelerin başvuru yapmasının ardından alıcı operatörün başvuruyu 2 gün içinde inceleyeceğini ve ardından merkezi sistemde 2 gün sürecek bir inceleme yapılacağını belirten Acarer, verici operatörün incelemesinin de iki gün süreceğini söyledi.

Acarer, numara taşıma sürecine ilişkin şu bilgileri verdi:

"Numara taşıma işlemi 6 gün içinde tamamlanacak. Bu 6 gün boyunca abonelerin telefonu kapalı olmayacak. Müracaat yapılırken doldurulacak formda numaranın günün hangi saatinde aktarılmasının istendiği sorulacak. Burada 3 seçenek olacak: 00.00-08.00, 08.00-16.00 ya da 16.00-24.00 saatleri arasında numaranız taşınabilecek. Çalışanların genellikle 00.00-08.00 saat dilimini tercih edeceklerini düşünüyorum. Aboneler aktarım olayı gerçekleşene kadar telefonlarını kullanmaya devam edebilecekler. Aktarma işlemi gerçekleşirken, bir operatör keserken diğeri alacak. Bunun için iki operatöre de en fazla 15'er dakika süre veriliyor. Bana göre işlem 15 dakikada biter."

-"OPERATÖR DEĞİŞTİ UYARISI"-

Cep telefonu numaralarının alan kodları değişmeden başka operatöre aktarılmasının tüketicileri mağdur edebileceğini dile getiren Acarer, "Daha önce sizinle aynı operatörü kullanan ancak başka bir operatöre geçen arkadaşınızı aradığınızda bundan haberinizin olması gerek. Aksi halde aynı operatörden bir numara ile konuştuğunuzu sanabilirsiniz. Bu nedenle, bir abone A operatöründen B operatörüne geçtiğinde, arayanlar bir uyarı tonu ile bilgilendirilecek. Bu ton numaranın başka bir operatöre geçtiğinin bir ifadesi olacak" dedi.

Numara taşınabilirliği uygulamasının dünyada örnekleri olduğunu anlatan Acarer, sesli ikazın cazip göründüğünü ancak bunun aboneleri bir süre sonra rahatsız edebileceğini belirtti.

Acarer, "Kurul kararına göre genel uygulama ikaz tonu şeklinde olacak, ancak 'sıkıntı çıkarsa, sesli ikaz yapılabilir' diyerek operatörlerin hazırlık yapmasını istedik. Aradan bir süre geçsin. sıkıntılar olursa sesli ikazı devreye sokarız" şeklinde konuştu.

-"MUHTEMELEN ÜCRET ALMAYACAKLAR"-

Numara taşınabilirliği konusunda, yönetmelikte "caydırıcı olmayacak ve bu geçiş işlemini engellemeyecek şekilde bir miktar para alınabilir" ifadesi bulunduğunu dile getiren Acarer, şunları kaydetti:

"Numara taşımadan ücret almak operatörlere kalmış. Operatörlerden bazılarının ücret almayacağı şeklinde beyanları var ama yazılı değil. Muhtemelen geçişi cazip kılmak için almayacaklardır. 'Ben alacağım' diyen operatör de çıkabilir. Oradaki rakamın hiçbir zaman 50-100 YTL olmaması, çok daha düşük olması gerekecektir.

Acarer, operatörlerin numara taşınabilirliğine ilişkin test çalışmalarının da sürdüğünü belirterek, "Bunların birçoğu başarılı şekilde tamamlandı. Önümüzde 2 aya yakın bir süre var ve testler devam ediyor. Bir takım düzeltmeler tabi çıkıyor ama firmalar sürekli çalışıyor. Ama bana göre süre yeterli, bir sorun çıkacağını zannetmiyorum" dedi.

-"ALICI OPERATÖR KABUL ETMEYEBİLİR"-

Numara taşıma konusunda bir sınırlama olmadığını anlatan Acarer, operatöre geriye dönüş olanağı olduğunu söyledi. Acarer, "Alıcı operatör sizi kabul etmeyebilir. A operatöründen B'ye geçmek isteyebilirsiniz. B sizi istemeyebilir. Siz sıkıntılı birisiniz, sürekli birilerine borç takıyorsunuz. A'dayken borcunuzu ödemeden B'ye geçtiniz ona da ödemeden C'ye geçtiniz. Borç takarak operatörler arasında dolaşıyorsunuz. Sonra tekrar A'ya dönmek istediniz. Bu, benim şahsi görüşüm, operatörleri bağlamaz ama ben kabul etmem. Operatör de kabul etmeyebilir, almak zorunda değil" diye konuştu.

GSM operatörlerinin abonelerin borçları konusunda ortak çalışma yaptıklarını belirten Acarer, "Muhtemelen bir süre sonra operatörler arasında centilmenlik anlaşması yapılacak. Kötü niyetliler için ortak bir bilgi sistemi kurulabilir" dedi.

Acarer, numara taşınabilirliğinin abone dağılımına yapacağı etki konusunda da "Numara taşınabilirliğinde yüzde 10 civarında hareket olur. Yüzde 10, eşit şekilde mi dağılır onu bilemem ama kesin bir şey var, ciddi bir rekabet olacak. Bu da vatandaşa yansıyacak. Operatörler müşteri çekebilmek için çok önemli imkanlar sunacak" değerlendirmesinde bulundu.

UTStarcom, Inc. (Nasdaq: UTSI) today announced that its mSwitch(TM) solution is powering Brasil Telecom's (NYSE: BRP) network, which is one of the first fixed mobile convergence (FMC) networks in the world. Brasil Telecom is the first mobile operator to implement UTStarcom's mSwitch solution as the key technology enabler of an FMC offering.

"As one of the largest broadband providers in Brazil, we see FMC as a new opportunity to leverage our extensive network resources in a way that will only benefit our customers' long term communications experiences," said Dalton Hayakawa, director of marketing at Brasil Telecom. "Utilizing UTStarcom's mSwitch, Brasil Telecom can now offer its customers seamless call connectivity between cellular and WiFi networks in an expanded coverage area. Brasil Telecom, one of Brazil's leading wireless and fixed-line communications providers and incumbent telecom operators, will utilize UTStarcom's mSwitch solution to enable fixed-line connectivity with GSM platforms for call continuity between the two networks using a single wireless device. The FMC solution enables Brasil Telecom to extend its current cellular coverage area indoors using the new Voice Continuity Call (VCC) handover between cellular and WiFi networks.

"We've all become somewhat accustomed to the inconvenience of the occasional dropped wireless call or the necessary termination of a fixed-line call when leaving the range of the base station," said Diego Martinez, Americas regional vice president and general manager for UTStarcom. UTStarcom has collaborated extensively with Brasil Telecom on the research and development of IMS products and services and the implementation of mSwitch protocols as a mobile softswitch for integration with IMS. Brasil Telecom also launched their Internet Protocol TV (IPTV) services in September last year. The Videon is a unique offering in Brasil and relies on UTStarcom's industry-leading RollingStream(R) Internet Protocol TV (IPTV) solution.

Indian state-run telecom firm Bharat Sanchar Nigam Ltd. has received technical and financial bids from six global telecom equipment suppliers for its contract to supply 93 million global system for mobile, or GSM, communication lines, the company's chairman said Wednesday.

"Six major vendors have participated. Only Motorola is not there," Kuldeep Goyal told reporters.

The six vendors include LM Ericsson Telephone Co. (ERIC), Nokia Siemens Networks, Nortel Networks Corp. (NT), Alcatel-Lucent (ALU.FR), Huawei Technology Co. and ZTE Corp. (000063.SZ), he said.

While Goyal didn't specify the total value of the contract, he said: "Less than $100 (per GSM line)" is what the company expects to spend on its network expansion, which will be spread over three-to-four years.

The company had said in July it expects to spend around $9 billion on its network expansion plans.

Unlisted BSNL is trying to expand its network to compete with rivals including Bharti Airtel Ltd. (532454.BY) and privately held Vodafone Essar Ltd.

It is facing a scarcity of GSM lines in its bid to match the subscriber addition pace of its rivals.

India, which is the fastest growing telecommunications market in the world, is divided into 22 telecommunication service areas. The country is adding over eight million new users every month.

"We will try to end the (evaluation) process and place the first order by the end of the year or early next year," he added. "It's a very complex process."

The first order will be for about 33 million lines, he added.

Goyal said "one to two" companies had bid to deploy the equipment across the country, while some had bid for specific regions. He didn't elaborate.

Motorola has started testing a LTE deployment in the USA with Verizon Wireless, according to Ray Owen, general director of Motorola Vietnam and Motorola's head of technology, Asia. He added that the company is also testing with other network operators worldwide.

Speaking to the Taiwan based publication, DigiTimes he said that the company expects commercial products to start hitting the market next year.

He also insisted that LTE and WiMAX are complimentary technologies - not competitors as the core technology underpinning both platforms is broadly similar.

Network infrastructure being supplied by Motorola from later this year should be able to share the same hardware platform for both WiMAX and LTE deployments, making it easier and cheaper for operators to support both air interfaces. According to recent comments from Motorola's Fred Wright, Senior Vice President for Cellular Networks & WiMAX, about 85% of the work dedicated to WiMAX development can be reused for LTE based equipment.

Verizon Wireless announced its plans to migrate towards an LTE based network last November. Other trial suppliers to the operator include Alcatel-Lucent, Ericsson, Nokia-Siemens and Nortel.

Ege Genç İşadamları Derneği (EGİAD), İzmir Yüksek Teknoloji Enstitüsü’nün Urla Kampüsü’nde kurulacak, Teknokent Projesi için Fransız C.I.COM’la ‘Ortak Yatırım ve Niyet Mektubu’ imzaladı. Urla’daki yatırım için C.I.COM’un yüzde 75, EGİAD’ın yüzde 25 hisseye sahip olacağı bir şirket kurulacak. 4 milyar dolarlık bir yatırımla C.I.COM, bölgeyi teknoloji üssüne dönüştürecek. Teknokent kapsamında dünyanın önde gelen şirketleri, İzmir’de yatırımlar yapacak. Bu şirketler arasında Microsoft, IBM, Apple gibi dünya devi bilişim teknolojisi şirketleri de yer alıyor.

Urla’da üs kullanım hakkı İzmir Teknoloji Geliştirme Bölgesi’ne (İZTEKGEB) ait olan, 2 milyon 183 bin metrekarelik arazide dev bir teknoloji kenti kurması için çalışmalara başlanması için yarın İZTEKGEB ile C.I.COM şirketleri arasında üs kullanım hakkı devriyle ilgili bir sözleşme imzalanacak. Yapılan sözleşme sonrasında Urla Teknokent’te yatırım için hiçbir engel kalmayacak.

Dünyada 27 teknoloji geliştirme bölgesine sahip C.I.COM ayrıca, Avrupa’nın en büyük teknoloji üslerinden Fransa’nın Nice kentindeki Sophia Antipolis’in de kurucusu. Hazırlanan projeye göre C.I.COM, Urla’da İYTE’deki mevcut Teknoloji Geliştirme Bölgesi içinde yer alan 2 milyon 183 bin metrekarelik arazide bir teknoloji kenti kuracak. Ulusal ve uluslararası firmalar, bu kente açacakları Ar-Ge merkezleriyle yeni ürünler geliştirecek. Söz konusu projeyle teknoloji kenti için yapılan toplam yatırım miktarının 4 milyar doları bulması hedeflenirken, 20 bin kişiye de istihdam sağlaması hedefleniyor. Teknoloji geliştirme bölgesinde teknoparkın yanı sıra otel, restoran ve kafeler ile spor alanları gibi sosyal tesisler de yer alacak.

Turkcell Ürün ve Servis Geliştirmeden Sorumlu Genel Müdür Yardımcısı Cenk Bayrakdar, Türkiye'nin, yazılım alanında kaybettiği zamanı devletin Ar-Ge konusuna sağladığı destekle kısa bir sürede kapatabileceğini ifade ediyor. Bayrakdar; "Şu anda Türkiye inovasyon alanında yatırım yapılacak ülkelerden biri haline gelmiştir. Bunların değerlendirilmesi için ilgili işbirliği çalışmalarının yapılması gerekiyor. Ar-Ge'den ziyada 'geliştirme' konusunun Türkiye'ye getirilmesi için daha çok telkinlerin yapılması, bu konuların daha da öne çıkartılması gerekiyor."

turk.internet.com; Türkiye'de, katma değerli pek çok servisi ilk kez uygulayan bir şirket için çalışıyorsunuz. Türkiye yeniliği seviyor mu?

Cenk Bayrakdar;
Yıllar önce 'çalarken dinlet'i çıktığımızda komedi temasıyla çıkmıştık. Uzakdoğu'da çok tutan bu uygulama Avrupa'da hiç tutmamıştı. Bizde birden çok popüler oldu. 3 milyona yakın abone geldi. Bu, Türklerin bir yeniliğe ne kadar ilgi gösterdiğinin çarpıcı bir örneğidir.

'Ev Turkcell'de de aynı şekilde, ürün çıktıktan, yaklaşık 3.5 ay sonra böylesine teknolojik bir ürünü 1 milyonun üstünde insan kullanmıştır.

Kullanıcıların sabit hatlara yönelik aramalarında yüzde 120'lik bir artış var. Bu da abonelerin hizmeti severek kullandıklarını gösteriyor.

turk.internet.com; Türkiye'de yazılımın durumunu ya da geleceğini nasıl görüyorsunuz?

Cenk Bayrakdar;
Türkiye'de yazılımı en büyük potansiyellerden biri olarak görüyorum. Yazılım öyle bir sektör ki, chip üreticisiyseniz sizin için sayılardır önemli olan. Ama yazılım böyle bir şey değil.

Ben, yazılım konusunda ülkemizin hem üniversitelerinden dolayı, hem de insanların çok farklı boyutlandırabilmelerinden dolayı çok büyük potansiyeli olduğunu düşünüyorum. Yazılım konusunda diğer ülkelerle aramızdaki farkı çok kısa sürede kapatabileceğimize inanıyorum. Bu yüzden de yazılımda çok büyük bir potansiyel bulunduğunu düşünüyorum.

Bu açıdan hükümetin tekno-parklarda son dönemlerde yaptığı bazı düzenlemeler ile Ar-Ge konusunda yapılan çalışmaların doğru olduğuna inanıyorum. Bunlarla şu anda Türkiye inovasyon alanında yatırım yapılacak ülkelerden biri haline gelmiştir.

Bunların değerlendirilmesi için ilgili işbirliği çalışmalarının da yapılması gerekiyor. Ar-Ge'den ziyada 'geliştirme' konusunun Türkiye'ye getirilmesi için daha çok telkinlerin yapılması, bu konuların daha da öne çıkartılması gerekiyor.

Turkcell Teknoloji ile yaptığımız olay, çevremizdeki eko-sistemlerle Türkiye'de de yeni değerlerin yaratılabileceğini göstermek, örneğin, 'Ev Turkcell'i biz 5 milyon dolara yurtdışından satın alabilirdik. Ama, biz çok daha kapsamlısını hem hazır karta, hem de faturalıya kendi adamımızla ve hiç bir teknolojik yenilik satın almadan her telefonla kullanılabilecek şekilde sıfırdan yarattık. Bize 200 bin dolara mal oldu ve şimdi yurtdışına satacağız. İhracat potansiyeline dönüştürüyoruz. Türkiye'nin hikayesi bu olmalı.

turk.internet.com; Bu aşamada üniversitelerle ne gibi işbirliği ve çalışmalarınız var?

Cenk Bayrakdar;
Biz öğrenci kurumları ve dekanlıklarla temas kurduk. 20'nin üzerindeki üniversitede, öğrencilerle Turkcell-im'i de yöneten Service Delivery Platform'a direkt bağlantı sağladık. Türkiye'nin, 5 ayrı bölgesinde öğrencilere çeşitli eğitimler verdik. Biz bu vesileyle gençlerin sınırsız düşünebilme yetilerinden yararlanmak istiyoruz. Onların daha yaratıcı düşünebilecekleri platformlar yaratmış olduk. Öğrencileri, daha ikinci sınıftayken sanki Turkcell'de çalışıyorlarmuş gibi proje yapmayı düşündürürseniz korkunç zaman kazancı var. Yapmaya çalıştığımız bu.

Bizim sloganımız her üniversite öğrencisi bir Turkcell projesiyle mezun olmalıdır. Bu sadece bilgisayar mühendisliği okuyan öğrencilerin değil, aynı zamanda sosyologların, diğer bilimlerin yani değişik disiplinlerdeki öğrencilerin bir araya gelerek yapacağı projelerin daha başarılı olacağını düşünüyoruz.

turk.internet.com; Türkiye'de fikre, hayal gücüne yatırım neden fazla yok?

Cenk Bayrakdar;
Ben yurtdışında böyle çeşitli derneklere üyeyim. Bunlarla ilgili düzenli bilgiler alıyorum. Dünyadaki çeşitli veture kapitalistler bir araya geliyor. Önemli yatırım bankacıları bir araya geliyor. Bunlar 2 gün gibi bir süre toplanıyorlar, 50'ye yakın projeyi dinliyorlar. Siz mesela 10 dakika projenizin sunumunuzu dinliyorlar. Proje makul değerlendirilirse kaynak sağlıyorlar.

Türkiye'de böyle bir sistem yok. Türkiye'de girişim sermayesi henüz gelişmiş değil. Bu, yeni fikirleri besleyen bir oluşum. Bugünkü yapıyla dünyadaki o büyük isimler ufak fikirlerden oluşuyor. Örnek vermek gerekirse bir YouTube, video paylaşım sitesi. Olay bittikten sonra o kadar da akıllıca bir şey yokmuş gibi geliyor insana. Bu, user experience ile de birleşince yani müşteri memnuniyetiyle de tamamlanınca arkası geliyor. Ancak, bu tür fikirleri destekleyen arkada bir yaratıcı sermayesi var. Bu, yepyeni projelere daha pozitif bakılmasını, yaratıcı tarafta da daha hırslı bir şekilde olaya saldırmasını sağlıyor. Bu, yaratıcı gençler arasında çok pozitif fikirler yaratıyor. Türkiye'de de bu tür oluşumlar için başarı hikayelerine ihtiyacımız var. Turkcell'in, altyapısını gençlere açarak erken yaşlarda kafalarına bu tür projelerin girmesini; bunları nasıl işe dönüştüreceklerini sağlayacak bir hayali kovalamalarını istiyoruz. Bütün yapmak istediğimiz bu.

turk.internet.com; Türkiye'ye, tersine beyin göçünden bahsettiniz. Bunu biraz açabilir misiniz?

Cenk Bayrakdar;
Son bir yıldır tüm dünyada sıkıntılı bir dönem yaşanıyor bildiğiniz gibi. Amerika'da, değişik yerlerde çok değerli Türkler var. Bu insanlarla tanıştıkça Türkiye adına çok memnunluk duyuyorum. Çok değerli beyinler yetiştirmişiz, ama çoğunluğu ABD'de.

Amerika, eskiden Türkiye'den Hindistan'a kadar bir ülkeden fikir sahibi insanlara ev sahipliği yapan; projelerine destek veren bir konumdaydı. Ancak, günümüzde durum biraz daha farklı. Bunların bir süre sonra kendi ülkelerine dönmeleri üzerine eskiden verilen destek kalmadı.

Neden? Çünkü, dünyada bir ülkenin diğerlerinden açık ara gidiyor olması bütün degeleri bozduğu için aslında çok da arzu edilen bir şey değil. Aslında bütün ülkelerin ileride aynı seviyelere gelmesi önemli.

Oralarda değişik pozisyonlar elde etmiş Türkleri biz şu anda Turkcell Teknoloji'ye nasıl getiririze bakıyoruz. Bununla ilgili olarak sevindirici 3-4 tane somutlaşmış durumumuz var. Özellikle ABD'deki konjonktürün pozitif olmaması, bizim onlara Turkcell Teknoloji'yle ilgili projelerimizi anlattığımızda dikkatlerini bu tarafa çekiyor. Onların daha kolay ikna olamalarına yardımcı oluyor.

turk.internet.com; AB ile Ar-Ge konusunda ne gibi bir işbirliği var?

Cenk Bayrakdar;
Biz, 2 yıl önce; 'AB 7'nci çerçeveyle, Euroka'yla, Celtic ile ilişkilerimizi geliştireceğiz. Biz bu konuyu bilmiyoruz' demiştik. Biz, buradaki çeşitli projelere aday göstermeye başladık. Şimdi, Turkcell'in büyük bir operatör olması, bazı ilkleri dünyaya sunuyor olması dolayısıyla bu projelere çok güzel davetler aldık. Son dönemlerde aldığımız 'Perimeter' gibi projelerle Avrupa'daki önemli projelere dahil olduk. Öyle gördük ki, oradaki ilişkilerimiz arttıkça ve orada da Turkcellin değerli elemanlarının katkıları hissedildikçe yeni projelere daha kolay dahil olabileceğiz. Burada ayrıca TÜBİTAK'ın bize vermiş olduğu bir destek var. Orada önemli bir rol oynadı.

Biz, AB fonlarında Celtic denilen grup telekomünikasyon alanında verilen fonları yönlendirmekte. Biz, bu grup içerisinde yönlendirici pozisyonunda bulunan 12 şirketten biriyiz. Bu, çok önemli bir gelişme. Bunun etkisi ne olacaktır diye sorarsanız; Bundan sonra AB'nin uzun dönemli fonlarında hangi alanlara öncelik ve önem verdiği, nasıl projelerin daha kabul gördüğü gibi konuları biz daha ilk elden görüyor olacağız.

Bu, hem Turkcell'e, hem de Turkcell'in çevresindeki eko-sisteme çok ciddi bir özellik katacak. Bundan sonra, önderliğini yapmış olduğumuz projeler için iyi bir tohum atmış olacağız. Bu, Turkcell'in, önümüzdeki dönemde çok daha uzun vadeli planlara ve çok daha fazla projeye daha rahat kaynak bulacağı anlamına geliyor.

Ama, bence daha önemlisi dünyadaki ve Avrupa'daki trendleri çok daha yakından izleme ve yönlendirme olanağı sağlıyor. Ben, o yüzden önümüzdeki dönem itibariyle çok daha pozitif bir yere geldiğimizi düşünüyorum.

UK: Tesco does Mobile VoIP with a little help from WiFi

Tesco (UK Supermarket) has launched a new service called ‘Talkwifi‘, which allows customers to make cheap mobile calls, via VoIP, over WiFi. The offering makes use of a service developed by Australian company Freshtel, and requires an app download to get things going. Once that is done, and the user is in a ‘free’ WiFi area, then calls can be made, at a pretty cheap rate (for how cheap, you’ll need to check the website here).

The service is currently restricted to only a limited amount of handsets, all of which are Series 60, WiFi-toting, Nokias - the E51, E81, N95, and E65. However, more handset support is due soon.

I favour WiFi for certain scenarios of mobile connectivity when I am out and about, but that’s all about the data - whether VoIP can and will run consistently, and suitably, is another question. Alcatel-Lucent Continues To Lead Fixed Broadband Access Market

According to the Dell’Oro 2Q’08 access report, Alcatel-Lucent remains the worldwide leader in DSL with 7.7 million DSL lines shipped in 2Q’08. With a cumulative market share in DSL port shipments of 39 per cent, more than three times that of its nearest competitor, and a worldwide installed base of 173 million DSL lines, Alcatel-Lucent continues to lead the fixed broadband access market.

According to Dell’Oro, Alcatel-Lucent leads the IP digital subscriber line access multiplexer (IP DSLAM) market with a 2Q’08 market share of 32 per cent. Alcatel-Lucent is also the clear leader in very high-speed DSL (VDSL) shipments, surpassing a 38 per cent market share in terms of ports shipped in 2Q'08 - again more than threefold the number of shipments of Alcatel-Lucent’s nearest competitor in this field.

Alcatel-Lucent is maintaining its regional leadership in North America, EMEA and rest of the world, while retaining its number 2 position in Asia Pacific, the report says.

“Alcatel-Lucent is seen by customers as their partner for broadband access transformation, mastering a complete view on the options and on the implementation challenges, and increasingly being appreciated for its integration capabilities,” says Luis Martinez Amago, president, fixed access activities, Alcatel-Lucent. “With one out of three fixed broadband customers around the world served through an access network provided by Alcatel-Lucent, we are committed to support our customers’ network transformation projects.”

Alcatel-Lucent’s leadership in fixed broadband access is said to be built to a large extent on the Intelligent Services Access Manager (ISAM) family, an IP access platform that supports a flexible mix of future-proof access technologies (xDSL, GPON, point-to-point fibre) and a variety of network topologies (central office as well as remote architectures).

More than 190 service providers around the world have already selected the ISAM platform. Furthermore, Alcatel-Lucent is deploying more than 85 FTTH deployments, is present in every country which is engaged in FTTH and is the vendor of choice of most of the large scale FTTH projects, the company said.
